At its fourth resting the Committee decided not to ccarone the above-mentioned Fo ̈ers in view of the fact that it had

not been able to arrive at un gree: ent.

II.

The Advisory Committee on Alie in Opium and other Dangerous Drugs, et an erly stige in its work, recoked the con- clusion that the production of the rev caterials from which dangerous drugs are temufactured is greator than is necesscry for the world's legitimate requirements and that as long as this excess of production continues the illicit traffic commot be stopped. It therefore thought that it would be desirable to determine the world's annual legitimate requir erents of dangerous

drugs.

The Council of the League of Notions on the recom-

mendation of the Advisory Committee, cocordingly invited the Governments of the States Lembers of the Lergue each to reore

an estimate of the total annual requir

rements for the inhabitants

of their territories for medicinal, scientific and other uses.

Secondly, a lixed Crium Sub-Committee, formed with the assistance of the Eealth Committee of the League, was set up to

examine the question of the annual legitimate reuirements of the

trars in question.

The Advisory Committee at its meeting in My 1923

reported as follons:-

The information obtained by the Committee concerning the manufacture of drugs vos steadily incressing and seemed to make it possible now to form a rough estimate of the world's requirements,

Twenty-one Goverments had transmitted to the Secretariat en aproximate estimate of their totel anmal requirements for internal consumption and the lined Sub-Committee appointed jointly by the Haelth cad Opium Committecs 8 till pursuing its investigations.

and

Suggestions were considered `regerding the limit etien of the manufacture of rorphine, heroin and cocaine, the Commal tes razoled the conclusion that it now sÈÉZS possible for the Governments of the producing countries to epproceh each other with a view to recehag a general understanding."
